Character or plot?

This book is one that delves into the character of a number of people and yet it does have some plot. There is uncertainty over what will happen with the lawsuit and whether Willow and Charlotte will testify as to what really happened on the night Spencer was shot. The author seems to have struck a good balance between the two-character development and plot development. What do you think?
